About International Cultural Mobility

The International Cultural Mobility Waiver (ICMW) is a proposed policy and operational framework designed to address a persistent gap in international mobility: the ability for artists and essential creative personnel to legally travel, perform, and earn income across borders without navigating fragmented, country-by-country work visa systems.

While many countries permit short-term visa-free entry, paid cultural activity often remains subject to unclear or inconsistent work authorization rules. This creates uncertainty for artists, presenters, and border authorities, discourages legitimate touring, and increases the risk of non-compliance.

ICMW proposes a structured alternative: a shared, multilateral cultural mobility mechanism that balances ease of movement with clear compliance, labor protection, and tax accountability.

What ICMW Is, and Is Not

ICMW is: 

  • A framework, not a single national program

  • A visa-waiver-like authorization, not an open-ended work permit

  • Designed specifically for the touring and presentation of short-term, original works

  • Built for mutual recognition between participating countries

ICMW is not:

  • A substitute for long-term employment visas or residency pathways

  • A deregulated or tax-exempt system

  • Limited to one artistic discipline, nationality, or market size

The Problem It Addresses

International touring artists regularly encounter a range of challenges when working across borders. These include inconsistent definitions of what constitutes “work” versus “cultural activity,” as well as exemptions that are applied unevenly at borders and subject to discretionary interpretation.

Administrative requirements are often costly and complex in relation to the scale of many tours/engagements, and uncertainty around tax withholding and labor standards create additional complications for both artists and presenters.

These challenges disproportionately affect emerging and mid-career artists, independent presenters and festivals, and small-to-medium cultural export markets, where touring activity is frequent but resources are limited.

The ICMW is designed to reduce this friction by introducing clearer standards and shared documentation, while improving consistency, compliance, and enforcement outcomes for governments.

ICMW is designed to support collaboration between:

It is especially relevant to jurisdictions seeking to improve cultural exchange, reduce administrative burden, and strengthen legitimate touring activity.

Status of the Initiative

ICMW is currently a policy concept and implementation blueprint. It is not an active visa program and does not confer legal rights on its own.

The project exists to support policy development, inform pilot programs between willing jurisdictions, provide practical templates for testing and adaptation, and facilitate dialogue between governments and the cultural sector.
